The best servants are the ones who love what they do and have it as their reason for living.
All become but sisters, all other relations forgotten.
The best ones aren't the empty puppets, but the ones who WANT to serve and can't comprehend NOT serving.
Too bad their uniforms can't be more colorful. Oh well.

Well, this strikes me as an enchantment on a place rather than the a work of a person or group.
Another possibility is that it was an artifact with an effective radius that rewrites those with it's range. *even if the original house itself is gone and has been built over repeatedly*
Could have been the combined presence of Ranma's curse and Naruto's demon chalkra.
Maybe thus they would be loyal to that area then?

Perhaps the place has a siren's call effect pulling people towards it as they're driven to make the place 'up to spects' to who originally made the enchantment?
